Service Robots as the New Infrastructure: Who Will Lead the Market?

KAMA FLOW has released the full version of its study of the Russian service robotics market. The report focuses on the two most mature segments: last-mile delivery and professional cleaning. The analysts assess the economics of adoption, the regulatory environment, the competitive landscape, and promising models for the industry’s development.
The Russian service robotics market could grow by 15–20% annually. KAMA FLOW estimates the professional cleaning segment at RUB 51–60 billion as of 2025, with the market potentially reaching RUB 77–90 billion by 2030. The last-mile delivery segment could exceed RUB 1.5 billion by the end of the decade.
One of the most promising areas is Robotics-as-a-Service (RaaS). Purchasing a single robot requires RUB 2–3.5 million, while under an RaaS model, costs start at RUB 100,000 per month. Customers receive hardware, software, maintenance, and support as part of a single service, while providers benefit from recurring revenue and operational data.
“At the same time, a significant share of value is gradually shifting toward software, fleet management, data, and services. Our recent deal with ROBO is precisely a bet on a platform player that could capture a substantial share of the emerging market and scale the RaaS model across cleaning and adjacent segments,” said Kirill Tishin, Partner at KAMA FLOW.
KAMA FLOW’s deal with ROBO amounted to RUB 500 million. The company develops autonomous robots for commercial cleaning as well as a fleet management platform.
Another key market driver is the shortage of frontline workers and rising labor costs. In 2024–2025, the average salary of a courier reached RUB 130,000, while the average salary of a cleaner exceeded RUB 90,000.
“The world has entered a phase of structural labor shortages: demographic aging and the faster-than-expected increase in the cost of operational processes are changing the underlying economics of entire industries. Under these conditions, automation is no longer simply a matter of technological progress — it is becoming a prerequisite for maintaining competitiveness,” said Ilya Merkulov, Investment Manager at KAMA FLOW.
